For instance, Lee allegedly advised [police chief] Skousen that the practice of regularly sending the vice squad into the private clubs of the city, such as the Alta, Ambassador, and Elks, was a “waste of manpower” which should be directed toward major crimes. According to Skousen, Lee ordered him several times to stay away from those clubs.
